Unlike the Combine, the PE retained the "national" armies of it's component countries. While this eliminated the need to tear down and rebuild the respective militaries, it led to many problems of coordination, supply, and unified command. Many PE countries were none too happy to have large numbers of German or French (for instance) troops within their borders. In order to combat the stigmata of national forces and to create a "unified" TOE a central PE Reserve was created. The forces for this Reserve were drawn from all the member nations and had a single distinct paint scheme (while national troops usually had a paint scheme linking them to their national origin or a unigue camoflauge pattern). This reserve force was used to augment local national troops on the defense as well as offense, and was fought in combat throughout Eastern Europe. Only the Russian Siberian front did not recieve assistance from the central reserve (at the Russian's request). While each of the larger nations used "national" Ogres, more than 50% of all PE Ogres (including more than 80% of all Fencers and Doppelsoldners) were assigned to the PE Reserve force.
